We have three fileds on parameter form.
A,B,C.
I want to create a LOV for B and C which will depend on the selected value of A.

Please ,how to create such dependent lov on reports parameter form?

You can not; not in Reports Builder, that is. Or, if you can, I don't know how to do that.

However, you might create your own parameter form (using Forms Builder, for example) which will enable you to do what you are looking for. Finally, you'd run report from a form.

I solved my problem by using Javascript and functions in before parameter form.
Now the LOV is displaying which is depend on previous LOV value.

Absolutely! I don't know Java, but - if it enables you to solve such a problem, posting the solution would greatly help people who need it as there were quite a few similar questions here in the past.
